Taiwan Streamlines Foreign Caregiver Hiring for Critically Ill Families

The Ministry of Labor in Taiwan has announced a series of measures to prioritize families with critically ill members in hiring foreign caregivers. These measures, designed to expedite the hiring process and reduce bureaucratic hurdles, aim to ensure that critically ill families receive faster and easier access to caregivers.

One of the key changes is the priority authorization for families with critically ill members to hire foreign caregivers. This includes expediting permit approvals and paperwork, with collaboration between the labor ministry and the Ministry of Foreign Affairs to fast-track certificates and visas for these cases.

Another significant change is the reduced assessment requirements. People with severe conditions such as stage 4 cancer, paralysis preventing independent movement, or those who have already employed foreign caregivers can renew or obtain hiring permits based on valid medical certificates without undergoing the usual Barthel Index evaluation.

To increase the caregiver supply focused on critical cases, foreign workers who originally came for other types of work can become caregivers after completing 20 hours of required training. A service center will also be established to match families with available migrant caregivers more efficiently.

Regional service centers will be set up to support rapid domestic hiring. Applications for families with severe disabilities receive expedited review and can complete caregiver matching within a day compared to the regular minimum of seven days.

However, the recent amendments also allow people aged 80 and older to hire foreign caregivers without health evaluations, potentially increasing demand from relatively healthy seniors. This has raised concerns among civic groups and a lawmaker, who fear that this could lead to greater competition and strain resources, potentially disadvantaging severely ill individuals in securing caregivers.

In summary, while Taiwan’s priority measures improve access for critically ill families, the broader easing of caregiver hiring rules for healthier elderly people could lead to greater competition, straining resources and possibly disadvantaging severely ill individuals in securing caregivers.

The Ministry of Labor has also allocated NT$1.18 billion (US$39.72 million) to a fund to provide short-term care to alleviate the burden on families of people who are critically ill. A handbook of essential knowledge for employers of foreign caregivers will be published, and the ministry's public Line account will be expanded with more information.

The ministry is heading a multi-ministerial workforce to establish a mechanism to separate applicants who are severely ill from those who are moderately sick to prioritize the former in authorizing foreign care workers to enter Taiwan.
